It's located on top of the Diver City entertainment complex (7th floor) in Ofaiba, if you get off at Daiba station you'll be right there, it's the place with the life size Gundam out front.

Lots of street and an interesting mini ramp. The tranny's all pretty mellow. The park itself is ok but I would say that it's a must purely for the novelty of skating on the roof of one of the massive malls overlooking one of the most scenic spots in Tokyo. Again the tranny's mellow but fun and plenty of street stuff.
