In late 1976, serial entrepreneur Curtis Green was looking for a new project. He ran American Pool Care Inc., and said he'd considered handball courts or health clubs, but he saw a newspaper article about skateparks and the idea caught his attention.  He designed the park based on the visits to parks in California, Florida, and Maryland with partner Michael Cataldo.  The park closest to Oakhurst at the time would have been Ocean City Maryland's Ocean Bowl.

The park was constructed on a half acre of land next to an abandoned gas station on an overall 32 acre plot.  Green turned the gas station into the pro shop. The park consisted of six runs — upper and lower bowls, a freestyle area, two snake runs and a halfpipe

Paved Wave opened on Memorial Day Weekend 1977, a month before its scheduled opening, and before it was technically even finished.

After six months of operation, Ocean Township  Councilman James R Garrity said Green had failed to complete the site plan as it was approved.  The council expressed regret about granting the temporary Certificate of Occupancy to the park.
