Make a Rail Liberator!

Here's another way to stop or get around our beloved skate stoppers. It's going to take a little work, but here goes. Head over to your Home Depot or other Hardware store with about 15 bucks. Purchase:
a ten foot piece of 2 inch pvc coping.
Velcro - about 3 feet, make it at least 2 inches wide.

Take it home and get out your electric saw. Cut the pipe in half all the way down the length of the pipe. Space out 3 or 4 equal lengths of pipe and mark them with a marker. (Exact Measurements will not help much so don't worry about it) Put your marks on the side of the pipe where the cuts are. (see photos)

Drill 2 small holes about 2.5 inches apart from the mark you put on the pipe. (use as thin a drill bit as you can that will allow the velcro to fit into this slot your creating) Then get your jig saw or circular saw and cut out the space in between your drilled holes. It should be a nice straight slot when your done that the velcro can fit through. Repeat on the other side (opposite) your first slot.

Slip your velcro into one side of all of the slots. Take your Rail Liberator to that favorite rail you used to skate before they jacked it up. Lay down your pipe on the top of the rail. Feed the velcro through the other slot and tighten. Now those Skate Stoppers are mearly a little bump under a completely slidable handrail. When it comes time to run, you can pretty quickly undo the velcro and split. The velcro will allow you to slap this thing onto most rails.

With that other piece of pvc you can make a shorter version in case you want a shorter rail cover for a smaller railing.
