This is my home park, so I'm a bit biased, but I love the Pier. It's open 8am to dusk everyday that there isn't ice/water on the park surface, located right in Hudson River Park, and there are no pad rules. It's free, outdoors, concrete and it's right on the water. You can't beat a park of this quality right in Manhattan, close to everything! Definitely come through when you're in town, I'll tell you where to get a slice...
There are only a few minor complaints. It's not open at night, due to the lack of lights. Apparently the Chelsea Piers complex (they are neighbors), which has nothing to do with the skatepark, shot the light idea down. In any event, some people complain that the deep end lacks vert, although most of these people (not all obviously, but MOST) do tricks that don't require vert anyway. Yes, it could be steeper in in sections, but hey, we have a free concrete park in Manhattan with pool block. Live it. The 'street' options are minimal, but with the new Pier 25 street plaza open just down the road (also in Hudson River Park) who cares?
